Technocratic power and control systems do not necessarily arrive through force. They can emerge through infrastructure — systems introduced because they are faster, safer, more efficient and easier to use.

Modern life increasingly depends on digital systems that verify identity, process payments, assess risk, manage access and move information at enormous speed. A passport check can become biometric verification. A financial transaction can pass through automated screening. Eligibility for a service can depend on databases, algorithms and digital credentials operating largely out of sight.

Many of these technologies solve genuine problems. Digital identity can simplify access to services and reduce fraud. Automated systems can process information at a scale no human bureaucracy could manage. Smart-city technology can improve transport, energy use, emergency response and infrastructure management.

But dependence changes the balance of power. When essential activities increasingly require a digital identity, payment network, automated approval system or algorithmic assessment, the organisation controlling that system can also become a gatekeeper.

Emerging financial technologies add another layer. Central bank digital currencies, electronic payment systems and programmable financial infrastructure offer speed and efficiency, but they also raise questions about how much visibility and control can exist inside the payment system itself.

Artificial intelligence can extend this further. Algorithms may help assess applications, detect fraud, prioritise cases or identify risk. Yet when a person is classified as ineligible, suspicious, low priority or non-compliant, understanding exactly how that conclusion was reached — and how to challenge it — can become difficult.

Smart cities show the same tension on a much larger scale. Sensors, traffic systems, energy networks, environmental monitoring and public infrastructure can make cities safer and more responsive. The same interconnected systems can also create unprecedented levels of observation and behavioural data.

The issue is not whether technology should be rejected. It is who designs the system, who sets the rules, who owns the data, and what happens when participation in everyday life increasingly depends on infrastructure people cannot easily avoid.
