Shadow intelligence networks do not necessarily operate outside government. They often operate around it, through alliances, contractors, commercial data and technologies that blur the boundary between public authority and private capability.

When most people think of intelligence, they picture a recognisable agency such as the CIA, MI6, ASIO, Mossad or the NSA. But modern intelligence collection and analysis is far more distributed. Information can move through multinational alliances, private cybersecurity firms, surveillance vendors, defence contractors, data brokers and analytical platforms.

One of the clearest documented examples is the Five Eyes alliance, linking Australia, the United States, the United Kingdom, Canada and New Zealand. Intelligence can be shared, pooled and analysed across national borders, creating capabilities that no single agency possesses alone.

Private contractors add another layer. Governments increasingly rely on outside companies for specialised software, cyber expertise, data analysis, infrastructure and technical support. In some cases, those contractors can possess capabilities that rival or exceed those available inside government agencies themselves.

Commercial data has also transformed the intelligence environment. Location information, device identifiers, app activity, purchases and other behavioural data collected for commercial purposes can potentially become valuable to security and intelligence organisations. The distinction between surveillance gathered directly by government and information obtained from private sources therefore becomes increasingly difficult to see.

Advanced surveillance tools and AI-assisted analysis add further complexity. Systems can identify patterns, translate material, prioritise information and detect anomalies across enormous volumes of data. These capabilities can improve intelligence work, but they can also make the underlying process more opaque.

The central issue is therefore not whether intelligence agencies should exist. It is whether modern oversight structures can adequately follow a system spread across jurisdictions, contractors, commercial platforms and automated decision-support tools.

The intelligence network has become larger than the agency itself. The question is whether public accountability has expanded with it.
